Kwan is recurring villain of the 2004 television series Danny Phantom and also one of the three secondary villains in Alvin and the Chipmunks: Assassin's Vengeance. He is voiced by James Sie, who is well known for voicing a Chinese American gangster Tsoi from Teenage Mutant Ninja Turtles series. In Danny Phantom, his occupation is a football player and high school student instead of a biker.
In the early summer of 1999, Kwan, while passing through Monterrey Park, California with fellow bikers Valerie Grey (Cree Summer) and Ricky (Jason Marsden) stops at a convenience and starts harassing two customers named Danny "Daniel" Fenton (David Kaufman) and Samantha Manson (Grey DeLisle). Grabbing Danny with Ricky, Kwan holds him hostage while Valerie taunts Samantha, making her ask for Danny's earlier thrown wallet and call her Valeria. When Valerie eventually does give Samantha the wallet, Kwan and Ricky let Danny go.
Shortly after having their motorcycles accidentally wrecked by Danny as revenge for troubling him and Samantha, Kwan and his friends follow Danny and Samantha to the suburbs of Riverside, where Kwan, keeping lookout signals for his friends to come out of hiding when the coast is clear. Along with Ricky, Kwan begins siphoning gas from a navy blue Toyota van, planning on using the fuel to set fire to the haunted house. When Ricky fills up a canister of gas, Kwan grabs it and heads to the haunted house, where he finds Valerie, who had earlier wandered off, happily swinging from a suspended rope and rake on the third floor of the old house for fun. Demanding Valerie to get down and help him, Kwan failed to notice Donald Walls (posing as Theodore Seville), grab her by the hair, take her inside to the attic, and kill her in cold blood. Going into the haunted house to look for Valerie, Kwan climbs up onto the third floor and goes to the attic, where he discovers Valerie dead, having been pinned to an attic rafter by the throat with a sharp pitchfork.
Staring in horror at Valerie's corpse, Kwan is ultimately attacked by Theodore/Donald, who stabs him to death by the stomach with another sharp pitchfork. After murdering Kwan in cold blood, Theodore/Donald rolls his corpse like a sushi onto the bottom floor of the haunted house and later hangs him upside down from a dead tree. Kwan's corpse, however, still suspended from the dead tree, is later found and eventually taken away by the paramedics.
